I think I've seen posted minumum signs in one place or another, although I can't remember where. Just this weekend, on my way to San Antonio from Austin (on I-35) they had a bunch of signs that said "Left Lane is for Passing Only." Now, I agree with you that TX is probably the worst place for vehicles driving slow in the left lane, but it looks like some (perhaps feeble) attempts are being made to try to stop this.
