She had a good excuse.  Her exit was on the
left.  She didn't want to miss it.  When an exit
is on the left, the left lane should not be thought
of as the fast lane.  But if she was really only
going 38 MPH, maybe she could have been
charged with driving too slowly on that kind of
road, regardless of lane.  (But just as likely,
the officers might have been lying about her
speed.  They're known criminals, so there is
no reason to expect them to tell the truth.)
