I would definitely agree that the officers showed excessive force and
a lack of understanding.  Thier behavior was undoubtedly excessive and
totally inappropriate.  But I agree with the basic idea: ticketing
slow drivers.  People who drive excessively slow are just as much or
more of a menace than fast drivers.  IMHO anyone who drives that slow
is doubtlessly going to panic in any kind of emergency situation.  I
think as people get older they should be given driving tests every
couple of years.  My town has a lot of older people and I have been
cut off, held up excessively, etc by older people who either aren't
paying attention or just aren't capable of driving a car anymore.
