No vehicle moving at the normal speed of traffic is obliged to change
lanes to the right.

The normal speed of traffic is the speed of the majority of the
vehicles, not the speed at which the tailgater *wants* to drive.

For the sake of a silly argument suppose we define the tailgater's speed
to be the speed at which he would love to be able to drive, say, 90 mph.
Then we would have to define my speed to be the speed at which I would
really love to be able to drive, which is typically at least 746 mph.
