Blinker light at 7th and D St NW!!??

Anybody know what's with the above mentioned light at the above
mentioned intersection? I take this route daily, and it seems
that this light is almost always flashing red. Makes the task of
getting down 7th st. a special challenge, unless you can hide 
behind a bus on either side. 

It used to be booted cars blocking the lane..now this.
I have a smoother ride driving home past Camden Yards....
