If I-84 does get messy around Hartford, there is an alternative
that works. It feels like it takes forever, but it's only about
8 miles longer:

1) As you're taking I-84 east, take I-691 south at Meridien
(I believe).

2) Take I-691 south to I-91 north.

3) Take CT 3 east to CT 2 north.

CT 2 north rejoins I-84 east in East Hartford, which
is beyond any construction. (The last bit would
also work if you took I-95 from New York to New Haven
and then I-91 to Hartford.)

It depends, of course, where the construction is and
how bad it is. This also might work to avoid Hartford evening
rush hour traffic, because I-84 opens up after route 2. It
does work, heading south/west, to avoid morning rush hour.
When I drove through Hartford at about 8:30 AM, traffic
backed up at route 2.
