One night I parked illegally in DC and got a ticket for it and I also got a
ticket for a missing front license plate.  The thing is my car was registered
in Maryland.  What if I had been from Delaware or Pennsylvania where you're
not even issued a front tag?  I hadn't realized that DC could make money off
a violation of another state's law.  I paid it; it was $25 (~1984) and
definitely not worth the hassle.
