That's the other problem with Americans.  We expect that everything be
enforced through the police department.  So much for personal discipline...
you're never at fault if you don't get caught, right?  In Europe, the people
themselves enforce the driving rules I mentioned because it makes overall
sense.  When I drive on the Autobahn, I've never encounter someone who
doesn't move right for me when I want to pass, regardless of whether or not
there is a police car nearby.  It's just good habits, good manners, and good
training.  That's why I can cruise at 110 MPH feeling as safe as 55 in
America.  I know my rental car won't fall apart, and I don't have to be as
defensive all the time.  Let me qualifiy this with "Autobahn" driving, not
the traffic circle in Rome or Paris.
