Who cares what the average speed is. The reason the cars in front of you
are clumping, is that there is someone like you in front of them, driving
at the average speed.

The passing lane concept is very simple: The left lane is for passing
only. If you are in the left lane, and are holding up the person behind
you, you are in the wrong lane. 

This works very well in other places. There is no reason why it shouldn't
work here.
