You don't understand.  In  heavy rush-hour traffic, BOTH LANES ARE
PACKED WITH CARS.  With traffic speeds MUCH LOWER THAN THE POSTED
LIMIT.

Do you really think that, seeing dozens of cars ahead of you,
stomping-on their brakes, maybe even at a standstill, that you should
continue driving along at 65MPH or whatever, rather than coast-down?

Well you and most others do, I admit.
