Dince that was specificaly directed toward Dallas, I can say that
there are no cops on ticket duty on highways in rush hour.  The damage
to the flow of traffic and unsafe conditions that result from a
traffic stop resulted in this policy.  The police pretty much said
that there would be no reason to be doing it anyway, as there aren't
many speeders during rush hour.
