That under the stress of emergency braking they are marginally better
than standard tires.

The chart is for tires typically encountered on passenger vehicles and
light trucks and as you can see the ranges vary widely.   In accident
investigation we usually work up a range of possible values for
different calculations to take into account the many variables that
can influence the outcome.  Sometimes that's enough.   For example, if
a speed limit is 40 and we come up with a min/max range of 55 to 65 on
a vehicle it may be a moot point to try and narrow it down any
further.  OTOH if that doesn't work (say the results are 37 to 47 then
further tests may be necessary to determine a narrower range.
