For some reason, this guy doesn't post in the SAT.General newsgroup anymore, probably because nobody reads it. One of the "dirty little secrets" of the United States is that everyone is so busy leading their lives constructively that no one likes policing anyone else. The attitude is very much "live and let live". Or, "live and let die" if the person dying is some hopeless poverty case living in a crime ridden neighborhood. Out of sight...: out of mind. Thus, we pass law after law enforcing this and that, and refuse to allocate the money to hire the people, and SUPRISE!, no enforcement occurs. Even when money is allocated and people are hired, often enforcement doesn't occur anyway, the federal government anti-drug effort is the most outstanding example. Many of the books written by ex-fbi and local cops shows how they are so fascinated watching crooks at work they never bother to bust them, even though they have more than enough evidence to prosecute. So if we aren't going to prosecute people messing up our kids lives with drugs, what the hell are we going to do about graffitti?
