IMHO it would be better to leave the modding COMPLETELY up to a bot. No
delays, no subjective judgements, just plain clean pure logic. The only
questions should be, what are the rules of the bot, and how do we change
them? My proposed rules for the bot, all about to the Newsgroups line:

 - No more than 4 newsgroups total (should weed out a lot of spam)
 - No .general other than dc, va, md, or balt

Methinks that should be ALL for now, plus MAYBE no other dc.* groups
(obviously, if it belongs in one of those, it doesn't also belong in
general). Note the complete absence of anything to do with content! As
for how we change them... maybe simply subject to approval of the folks
who run the dc.* hierarchy?

I also think the rules should be published occasionally, just to make
sure we're not filtering out anything that enough (whatever that means)
people think should be allowed. (They could then object and petition
the 'bot maintainer; maybe changes could be put to a formal vote?) Of
course (he says donning his tinfoil lined colander, official headgear of
the perenially paranoid), that begs the question of whether the readers
will BELIEVE that those ARE indeed the rules.... >(B-)

And finally, I don't think we need, or should, nuke the old dc.g. If
the new one is so superior, it will attract all the traffic away, and
the old one can eventually be nuked for lack of traffic. In the
meantime, tho, it will give those who are worried about censorship
(which can happen even with a purely-bot-modded ng) somewhere to go.
