Not only that, but speedometer watching and looking out for cops takes 
all the more attention and concentration off of the actual driving.  If 
something unexpected happens up ahead, you may need that extra half a 
second to safely react to that situation.

Thus, I would go even further and suggest that these artificially low 
speed limits are far more hazzardous and can lead to more accidents than 
if the roads were posted with a more realistic limit.
