From section 3.2 of Microsoft MS-DOS Programmer's Reference, ISBN
1-55615-329-5 has:
> Names and extensions can contain letters, digits, and any of the

33 35 36 37 94 38 40 41 45 95 123 125 126

My memory is that nearly anything goes in practice.
I knocked up a noddy using Borland C 3.1 and found the following extra
characters are acceptable in DOS 6.20
039A'B 7 06/12/95 22:48
064A@B 7 06/12/95 22:48
096A`B 7 06/12/95 22:48
127AB 7 06/12/95 22:48
I couldn't be bothered working at the interrupt level to factor out any
vagaries of the compiler. Silliness has its limitations!
The following decimal character ranges were unacceptable:
0-31,34,42-44,46,47,59-63,91-93,124
