Infrastructural items like transport protocols should be FREE.

(So should UK local phone calls, BT!)

After all, if you give universal free access to a medium
you maximize both your potential user base
and the amount of cash they've got left
for buying things they actually want in their real lives. 

The Net should be used as a medium, not a product in itself,
or it'll never be universalised.
And if it does become universal,
it'll be the biggest marketplace on the planet.

Isn't that a more commercially tempting prospect
than charging entrance to a marketplace
which is still practically empty???
