This does not sound like a dud battery to me, more like a failed PSU
(power supply). I had a similar problem recently which turned out to
be due to the video-out board failing short-circuit and causing the
power-supply to shut down as a safety precaution. I posted a longish
article about this some time ago. The symptoms are a complete failure
to power up.
