It's a bit of a long shot, but try opening the file in a text editor
(something like BBEdit which can open any file type) and see if Outlook
Express has saved the file without decoding the Base 64. If that's the
case it will look something like this:

If it does, then feed it to MPack or similar Base 64 decoder and then
try Graphic Converter on the resulting file.
MPack: <ftp://ftp.demon.co.uk//pub/mac/utils/decoders/mpack-15.hqx>
YA-Decoder: <ftp://ftp.pht.com//pub/mac/info-mac/cmp/ya-decoder-241.hqx>
Stuffit Expander (v.4.5 or later) with Expander Enhancer should also do
the job - (In my experience Stuffit Deluxe 4.5 has the best Base 64
handling available on the Mac, earlier versions are nowhere near so
good).
