Not much help on your questions I'm afraid, but have you looked at the
TMC boards sold by Advanced Publishing Systems (insert no connection /
only a happy customer type disclaimer here)
I am pretty sure the Scan boards change to suit cost.  I bought a couple a
while back and a collegue bought the 'same' board a week later and the
board was totally different.  That was a while back so maybe now they are
sticking to one type of board.  I know that can happen anywhere but APS
use TMC who seem to be a step above the anonymous manufacturers.
