Nobody calling your Baltimore lines gets a 28.8k connection, right?
And they can't, because your equipment is connected to lines which
don't support a 28.8k connection.  Yet you still advertise 28.8K
service.  And you don't see a problem?  It doesn't matter that your
supplier (Bell Atlantic) is providing you with all they are required
to:  you aren't providing what you promised.
