What you seem to be missing here is that BA is using the SLC-96's to deliver
dial-up telephone lines to Digex's modem bank. You can't connect Leased
services, Frame Relay, SMDS to a dial-up modem, and a SLIP/PPP user can't
dial in to Leased/SMDA/FR services from his home/work telephone line.

** A dial-up circuit with GUARENTEED bandwidth to support 28.8 DOES NOT EXIST
   in BA's tarriffs. **

Digex will be happy to sell you service via Frame Relay/Leased lines (not
sure about SMDS), and BA will deliver the line with the appropriate bandwidth
to support the service. But for POTS (Plain old telephone service), you are
pretty much stuck with whatever BA gives you....

(There are alternative ways to get dialtone delivered from BA, such as on T-1,
but for 24 lines on a T-1 you typically pay for 24 lines + mileage on the
T-1 + your own equipment to terminate the T-1, and even this will not guarantee
28.8 connections, because in a lot of cases the T-1 terminates in a Channel
Bank at BA's CO, and once again you are going through an Analog conversion
over which you have no control.... I understand Digex is looking at
alternative access methods, but I imagine that they are probably a LOT more
expensive than their current system.)

No, this is not at all accurate. The only way to provide Dial-up service is
on Dial-up phone lines. If you want guaranteed bandwidth, then you need to
but a Leased or Frame Relay service. The comparison is just not valid, because
those other "Roads" are not accessable to a dial-up user.
