This just doesn't seem right to me, in that BA is clearly
providing different grades of POTS service to its VARs,
giving distinct competitive advantage to some. I would
think the Public Utility Commission would take a very dim
view of this situation. When BA begins offering their
own dial-up ISP service, wanna bet THEIR circuits won't
be the best technology can offer, while the competition
is provided with lines that are inferior but within
tarrif specs? And when THEIR ISP customers complain they
can't (Gos forbid!) get 28.8, intervening bottlenecks
won't be immediately erradicated, while Digex, AOL, etc.
subscribers will be informed their service is according
to spec (and perhaps suggesting the subscriber try BA's
service)? Where's the regulation of this monopoly? I
must be missing something, Doug.
