I just about did myself in here - we added a few hundred lines this fall,
and I lobbied B.A. *hard* for fiber, and lost - we wound up with more
copper.  Sounds like we actually won by losing.  

We discussed the options at length with Bell Atlantic on the phone & in
endless meetings, and the only reason they couldn't give us fiber was that
the nearest fiber drop was a mile away, too far for them to cost-justify. 
Until they figured out that fiber wasn't going to work because of the
distance, they promoted it heavily because it's digital, not affected by
rain/snow, etc.  No mention of the narrower audio bandwidth was ever
made.  It's easy to see how digex got sucked into this trap.  

I think a few years from now we'll look back at all this nonsense as a bad
dream - if you want speed, ISDN is the way to fly (too bad there's that
per-minute charge ...).
