Bell Atlantic purchased, installed, and owns the AT&T SLC-96 <or whatever
they're called> equipment.

Bell Atlantic is under no (none, zero, nada) obligation to provision
voice quality analog phone lines to support 28.8K. If you can find us
something in the mass of Public Utility Commission regulations to
demonstrate otherwise, we'd love to hear it.

While I'm not a lawyer, nor do I play one on TV, DIGEX cannot be responsible
for the non-performance of Bell Atlantic owned services and equipment.
