Not sure I care about Umstead *State* Park as a libertarian, but if it
were a deeded-away privately donated park, I would be quite upset.
Emminent Domain (Imminent Danger) means, among other things, that deeding
your land away guarentees nothing.

In many areas of the east, there is no natural wilderness as you call it.
Most of East was logged, and much of the logged land was farmed. In some
parts of the country (northern New England is a good example) the forests
have grown quite a bit since the turn of the century. Virtually all of this
growth is reclaimed farmland.
I am not sure why ex-farmland is less qualified as a wildnerness, or why
Umstead Park is like a man-made lake. Of course, if all the humans left
the triangle, the whole area would reforest, the Jordan lake damn would
remain, and the animals wouldn't really care if the lake or trees were
"natural wilderness."
The real issue, however, is whether or not land reserved for use as a park
has any guarantee it will remain a park. If not, why bother making it a
park in the first place? With emminent domain, you can leave the land with
the original owners (and not have to pay them for it) and then steal whatever
land you need later on. This way, you only have to "compensate" the
owner for as much land as it takes to build the highway.
Either that or get the government out of the park business.
