Yes he is correct, I too voted in Chicago and the guy removed my ballot from the envelope and looked at it (I thought he was going to remove the stub and give it to me but he then folded the stub over, put it back in the envelope and attempted to push it in the ballot box (which was apparently nearly full in my precint).
