I use LVIEW PRO, it came with my MindSpring package.  It is shareware
and I believe they have a web site where you can download it, you
should be able to find it using a common search engine.  The good
thing about it is that you can not only view JPGs, BMPs, GIFs, etc but
also you can save a file AS anyone of these types.  You can retrieve a
GIF, then save it as a BMP so that you can use your Paint program to
edit it.  Then you can save your BMP as a JPG or a GIF or whatever.
