Flickering cursor in X11 emacs 18.59

Hi,

I have noticed that in emacs 18.59, when running under X, the cursor
flickers (i.e. is turned off and on again) while typing at the end of
the line. It does not happen while inserting text.
The system is DECsystem5000/200, running Ultrix 4.3.

18.58 does not have this behaviour.

Is this a bug or intentional?
