This is incorrect.

VM:
	$(EMACS) -batch -q -l ./vm-message.el -l ./vm-misc.el -f batch-byte-compile vm-*.el
	cat vm-*.elc > vm.elc

is what you need.  Remove all the .elc files and `make' again.
