I changed my Makefile to read thusly: 

 VM:
        $(EMACS) -batch -q -l ./vm-*.el -f batch-byte-compile vm-*.el
        cat vm-*.elc > vm.elc

This compiled properly, and I copied the *elc files into my standard
Emacs directory (in the load-path.)

I also got this error message, so I (setq debug-on-error t) in the
scratch
