EMACS 18.59 installation problem

Hello everyone,

I'm trying to get emacs-18.59 up on a VAX with VMS 5.5.
I've followed the installation procedures, and I've managed to compile
and link. When I run BUILD.COM which runs temacs.exe and dumps temacs.dump
I get an error when temacs loads the Lisp files:

  .
  Loading c-mode...
  Loading isearch...
  Loading replace...
  Pure Lisp storage exhausted

What does this mean? I've tried increasing quotas on my VMS account. There
is plenty of memory left in the system, and on page and swapfiles.
