Why distribute patches

Unix represents a bunch of different operating systems which are not binary
compatible with each other. However, VMS is a single operating system, and all
machines which run it are binary compatible with each other.

Why distribute Emacs for VMS as source code, with patches. It seems to make
more sense to distribute the executable.

Is there any way to get the executable for Emacs incorporating these patches
that have been recently advertised, either through FTP or DECnet copy?

This is not entirely true. If I build an executable on a VMS 5.x system, I
cannot run it on my VMS 4.7 system. But I do believe that an executable which
runs on a VMS 4.7 system will also run on VMS 5.x. So if you choose to
distribute the emacs.exe file, make sure its runs under VMS 4.7.
