Emacs & multiple rmail file updaters

I am writing an emacs-lisp application in which requests for services
are e-mailed to a central ID. Then, members in a group of people will
field the requests, and add information etc. to the mail message. The
question is this: is there a reasonable way in emacs to deal with the
situation where more than one person is making changes to the rmail
file? Can I at least set up my application to re-read the rmail file
before allowing the user to make an update, to get any changes made by
other users? Any ideas?

Thanks in advance
