The FSF cannot revise the terms of a license on a specific program.  It
can only publish a later version of the GPL, which people may or may
not decide to use.

To quote the GPL itself:

  Each version is given a distinguishing version number.  If the
  Program specifies a version number of this License which applies to
  it and "any later version", you have the option of following the
  terms and conditions either of that version or of any later version
  published by the Free Software Foundation.  If the Program does not
  specify a version number of this License, you may choose any version
  ever published by the Free Software Foundation.

And later on, the sample copyright message:

    This program is free software; you can redistribute it and/or
    modify it under the terms of the GNU General Public License as
    published by the Free Software Foundation; either version 2 of the
    License, or (at your option) any later version.

The phrase `or ... any later version' is only suggested, not required.
