It does not need to be stated explicitly.  The owner of a work always
has the right to use it as they see fit, unless they explicitly assign
such rights to another party.  Since using the GPL does not transfer
ownership, and the FSF publishing a later version of the GPL does not
in any way affect the version attached to a specific program, your
argument is fruitless.

(In the above, I am ignoring such issues as "national security," which
is not relevant.)
