shellutils-1.8: date -u doesn't work on old bsd systems

date -u (universal time) doesn't work on old BSD systems because localtime(3)
doesn't look at the TZ environment variable (TZ is set to UCT0 if the -u flag
is set). This causes rcs [version 5.6] to fail its installation test.

Calling gmtime() instead of localtime() when the -u flag is set doesn't
completely fix the problem since the wrong time zone is printed. I don't
see a clean way of fixing the problem, but perhaps it should be mentioned
in the README file.
