No, I don't think so. There are three much less devastating options
[1] Through-train
[2] Partial through-train (i.e. left out some members of
existing legco which are elected in the questionable
constitgency.)
[3] No legco for the first 3-6 month of SAR, and stage
the election strictly according to NPC's 1990 decision.
PL is the most devastating arrangment to Hong Kong, in fact.
The reason why PL seems unavoidable is that
[1] Mainlanders were frightened by the 1995 electron result.
They have a feeling that with the existing relatively
fair election law, the Democrats will again win
a landslide victory. Then mainland will have less
"Yes-man" in legco.
[2] Some mainland officials do care about Hong Kong, I believe.
But they have been blinded by the so many opportuntists.
These opportuntists know very well that they have no public
support, that their best ticket to politics in
SAR is through PL. (so PL is least devastating to their
PL - political life :-(

No, if he really believe in One-country-two-system,
then he should tell mainland officials firmly that
"this is a matter of Hong Kong, please listen to
the opinion of Hong Kong People, and don't do it
in the mainland-way".
Circa 1931-1937, CHIANG, Kai-shek (KMT)
said that if China let Japan capture the
North-Eastern part, the Japanese will stop
and forget about the rest of China. Do you
think his words have wisdom lurking behind ?
China paid a cost of 30,000,000 lives for the
finally unavoidable anti-Japanese war. How
much cost are we, Hong Kong people, going to
pay to fight for our (promised) One-country-two-system ?
