Subj: Cyber-poronography ? A small trick to the (seemingly) big problem
I've recently written an article on the issue of cyber-porongraphy.
My idea is not censorship, rather, it is a kind of category system
that prevent children from accessing porongraphy materials.
In so doing, I hope the freedom of speech in the adults' world
can still be maintained.
Pls. read the articles (Big5) on

HK Government is inviting Internet Services Providers (ISPs)
to comment on the cyber-porn issue,
I hope this articles is timely to the discussion.
My feeling is that ISPs are willing to do somethings on preventing
cyber-porn, especially for the children, but they fear to be
held (legally) responsible for any materials they "carried".
My idea is to delineate the responsiblility
of ISPs to a well-defined and limited set:
ISP has to:
1) setup special servers for children
2) setup firewall/proxy to prevent children accessing
pornographic sites via the special server.
Of course, the responsiblility can be a legal obligation
or a "code-of-practice". The latter approach is preferrable
as long as self-regulation works and no one play
against it.
Cheers !
