Obtaining an International Driver's License in Los Angeles?

Pardon my cluelessness, but how/where does one obtain an International Driver's
License to drive overseas in Los Angeles?

My guess is
(a) "How" - Have a valid CA driver's license?  Any additional test required?
(b) "Where" - I dunno; inquire at the local DMV office?  Or the canonical
    answer, namely go to the Federal Building in Westwood, and ask around?
