Much as I don't want to, I have to say Arne is right. It is "Vanowen"
not "Van Owen". Like Arne I grew up in this area, (was in the first
class to graduate from James Madison Junior High). I just recently
drove length of Vanowen from Buena Vista in Burbank to White Oak in
Reseda, no signs say "Van Owen". It is not a persons name, it is a
contraction. From America's Suburb:

"Vanowen Street
Coined because it was the direct route across the Valley between the
towns of Van Nuys and Owensmouth."
