When cities, states or "public interest" groups sue to seize property because of its unique 
construction doesn't that actually punish the owners for building someone other then a mini-
mall? Basically if you allow something unique or noteworthy to be build on land you own, you run 
the risk for having your land seized, so no sensible property owner would want anything but a 
plain building unremarkable office building, mall, or theater.
