that was feted in the $98K RAND report, coutesy of Riordan's (and
Milken's) LABA -- the one that left it completely open
as to *anyone's* or thing's ability to do such an approach.
I saw this at my first Elected Comm.meeting,
which was just following the Appointed meetein, wherein tehy appeaered
to launder the recopmmendation of an "integrated financial office",
through the "AFGO" -- as shown by the dazed-and-confused conclusions.
