     If you want to mock bureaucracies, state and local are far
worse than Federal...and more corrupt.
     And I suppose you will next exclude the Federal services that
fight forest fires, drive submarines and tanks, etc.
     By the time you are done excluding, we might be able to
focus on SOME agencies that actually have the problem.
