At least the State and Locals have to pump most of the graft back into the 
local economy. When Nate Holden bills us for his new SUVs he buys it from a 
local dealer.

The Feds take money from one region and give it to the regions whos senators 
control committees (like West Virginia getting huge grants for highway 
construction).
