How much money do you pay per month for your basic phone service (excluding 
outgoing calls)? If you didn't make any calls and only received 
telemarketing calls, would that number increase, decrease or stay the same? 
If the number does not change, then the telemarketers are not costing you 
money.

No, you don't. You no more own the phone service than you own the Internet.

Your internet connection is the equivalent of your phone device. You don't 
own the internet.

And you're not paying for the telemarketer's service, which is what he's 
using to call you. Since his calls aren't incurring a monetary cost for 
you, there's no damage. You're not required to answer every call, so you're 
not inconvenienced by them. If you *do* answer the phone, though, you do so 
of your own volition and can only hold yourself responsible. Are you one of 
Pavlov's dogs or can you not answer a phone call?

Isn't it? I agree with Ted, why should I pay for you to not get phone calls 
that you don't want? Why don't you take responsibility for that on yourself?

But, *you* are the one using your phone device. They're also not using your 
service either, *you* are by answering the phone.
