Well I don't have the motivation to dig up the info, but you can look into the 
FDA cases vs a foundation in Florida called the life extension foundation, 
where the FDA went as far as threating to jail the owners of the company that 
printed their newsletters, to cases where people where arrested for ordering 
DHEA by the postal service (DHEA is a legal suppliment, but the USPS occasional 
will arrest buyers for drug smuggling because under a broad difination DHEA is 
a steriod).

It is really braoder then just social security. There is a lot of opposition 
from the pharmaceutical industry and even entire nations (Germany is lobbying 
for a world wide ban on OTC high dose vitamins because they cut into the sales 
of german drug companies (this under consideration by the WTO).

The medical community does not like it because self-medication takes away from 
their profits. Sickness, death, and pain are big money makers.
