Duh. Although there is a minor bug in newgroups.c (which I sent on to tmc.edu), our particular problem was with a hosed up active.times file. Once I fixed that, NEWGROUPS works just fine on terminator. I think I'll try out INN on terminator once we upgrade it to a Sun-4.
