Oh, come on.  It's the American way -- screw your neighbors over as long
as you can make a buck.  The people making money off those "boarding
houses" are probably the American owners that were neighbors of the lady
in the article. They got out first and fucked over everyone else.  And the
local permit people aren't helping, either -- make it less financially
attractive to sublet and subdivide and you'll curb the problem.  Pass
surcharges on all "boarding houses." We've seen the same things happen
here -- absentee landlords are a bain in every community regardless of
the background of their tenants, because even when the tenants fit into
the "culture" of the neighborhood, the landlord simply isn't going to
maintain that property the way a resident owner would.
