I know of no law preventing inattentive driving in Texas. There are laws
against driving unsafely, and one may argue that inattentive s unsafe, but
there is nothing I know of making it per se illegal to drive while asleep,
drive with your knee with an electric razor in one hand and breakfast in
the other, or drive while reading the morning paper.

Do I have to call it the "morning" paper anymore? I used to read the
morning and afternoon editions, but it has been about 20 years since I've
seen any paper on a schedule of more than one per day, and in all cases,
dailies were to be distributed in the morning. As far as I can tell, the
afternoon paper is dead.
